b) To determine the authorization principles of the institutions and organizations that will carry out the measurements specified in this Regulation, to prepare reports, maps and action plans, to evaluate the applications to be made for this purpose and to give a Certificate of Proficiency in case it is found suitable, to audit the institutions and organizations that have been given the Certificate of Qualification, in case of violation of this Regulation and the principles of authorization to ensure the enforcement of the necessary sanctions and, if necessary, to cancel the authorization,

c) To issue the Noise Control Permit Certificate to the enterprises listed in Annex-VII list A of this Regulation, to renew the Noise Control Permit Certificate, to audit the enterprises within this framework, to ensure that the necessary sanctions are applied in case of violation of the principles specified in this Regulation and to cancel the Noise Control Permit Certificate,

Measures to be taken by the local authorities

Article 7 - The highest civil authority of the locality;

a) Identifying the enterprises operating within the provincial boundaries and listed in Annex A-VII of this Regulation, and notifying the Ministry,

b) Municipalities;

Obligations of relevant public institutions or organizations

Article 9 - Obligations of the relevant public institutions or organizations;

f) To meet the environmental noise criteria for the enterprises listed in Annex A-VII List A and B of this Regulation,
